NRTRDE Standard Fights Roaming Fraud

The GSMA has initiated back in 2001 a new approach to more effectively fight roaming fraud for post-paid subscriptions. This Near Real-Time Roaming Data Exchange (NRTRDE) approach aims to achieve

  • Reduce turn-around times of roaming usage data below 4 hours (rather than the currently up to 36 hours)
  • Replace the existing High usage Reports (HUR) with NRTRDE data exchange mechanisms
  • Enforce SLA`s between the roaming partners that enforce liability transfer in case of failure to deliver the NRTRDE data on time

NRTRDE data exhange initiative

The initiative is owned by the TADIG group that also owns the TAP standardization that will continue to exist next to the NRTRDE processes, the data format for usage data exchange is subject to standardization to achieve a globally interoperable fraud fighting tool. The approach becomes mandatory for all 700+ GSMA members by 1st October 2008.

Operators considering adopting the new standard have to essentially cover both use cases: being the HPLMN and being the VPLMN as depicted below.

Critical success factors for an effective and efficient adoption for an operator comprises

  • Clear and well defined end-to-end processes from UDR generation, conversion, distribution to the roaming partner cloud in the VPLMN case
  • Clear and well defined end-to-end processes for NRTRDE roaming data collection from the roaming partners, conversion, aggregation and feed into a Fraud Management System (FMS)
  • Concise SLA management and mechanisms to hedge the exposures towards roaming fraud risks and liability transfer risks

And of course a robust and stringent approach towards project management and execution (senior management buy-in, project approval and implementation controlling).

Having that in mind, an effective solution towards NRTRDE adoption needs to ensure

  • Quick and cost effective deployment with convincing RoI (6-12 months)
  • Leverage to existing infrastructure investment rather than lengthy replacement or customization efforts
  • Clear proof-points when it comes to the future evolution of NRTRDE mechanisms
    • Away from voice-centric as today towards coverage of all revenue streams (voice, data, messaging etc.)
    • Away from file-based and near real-time batch (offline) processing towards a stream-based, real-time and online (active) processing to fight fraud exposures more effectively
